Local part

Offline part is developed for better matchups that satisfies the need of tournament organizing committees. It can restore the condition in case some results files are broken. It covers many debating styles such as NA, BP, ASIAN, Academic(high school), Academic(University), PDA format. You can choose and prioritize multiple criteria to generate matchups. Criteria are as follows.

power pairing
teams don't fight with the same team again.
avoid the same institution(you classified as type "a") pairing.
avoid the same institution(you classified as type "middle") pairing.
avoid the same institution(you classified as type "large") pairing.
teams experience gov/opp(in case of BP, og/oo/cg/co) fairly
random pairing(for 1st round)

Also you can choose and prioritize multiple criteria to generate judge allocations. Criteria are as follows.

strong adjudicators see srong teams
avoid institutional/personal conflict
adjudicators fairly experience judging
random allocation(for 1st round)
adjudicators don't see the same teams again
strong adjudicators see teams which probably break

After you, as an organizer of a tournament, set up the settings. The Offline part will generte some matchups. You can fix the details, more than just choose a matchups/judge-allocations from many. With results of debaters/adjudicators downloaded from online part or typed by hands (or even without results), the local part will generate new matchups. It also binds easy statistical analyzer. After finishing tournament, you can use this analyzer to know the fairness of the motions, etc.
